those that serve
the European community, and those that serve the Chinese, Those that serve the European community are based on the Government Civil Hospital. Those that serve the Chinese are divided between the Tung Wah and the Kwong Wah Hospitals, and the eight Chinese Dispensaries.
We have
had an opportunity of meeting the Chinese governing bodies of these Institutions, and believe that they will fa vour arrangements that will provide free treatment facilities
for the Chinese community.
We feel it is useless to consider dealing with the problem of venereal disease unless both the European and Chinese community are given equal facilities for treatment. The Chinese community being by far the most numerous and probably the most highly infected are therefore the most important, In this report all recommendations dealing with the services which it is suggested should be rendered by the Government to the community include the population as
a whole.
FACILITIES FOR THE FREE DIAGNOSIS AND TREATMENT OF VENERRAL DISEASE,
Diagnosis.
We recommend that the staff of the Pathological Department should be sufficiently extended to enable the same facilities to be given here as in Great Britain and elsewhere; that is free examination of all specimens gent in by medical practitioners with a recognised qualification
as well as by hospitals,
At present the private practitioners in Hong Kong are not given facilities for free diagnosis; only 224 venereal disease specimens were dealt with at the Government Bacteriological Laboratory from the whole city during 1919. For such specimens es are not sent in by a Hospital a charge
